Evil deeds begin with temptations and evil thoughts. It is the execution of our thoughts which make them a sin . . . although in some cases, even just the thought may be viewed by the Lord as a sin, because as Jesus said:
“But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart.” Matthew 5:28, KJV
